About The Project


The Pedestrian Bridge over Route 440 Concept Development Study is an effort to develop various alternatives for the proposed Pedestrian Bridge over NJ Route 440 between the existing 34th St Hudson Bergen Light Rail (HBLRT) station and the Peninsula at Bayonne Harbor (PABH) in the City of Bayonne. The completion of the bridge will enhance intermodal connections and transit-oriented development.

Currently, Pedestrian access across Route 440 is restricted at the intersection closest to the 34th Street HBLR Station, at both Goldsborough Drive and Prospect Avenue. At Prospect Avenue, there is a median along Route 440 that prevents pedestrian crossing and at Goldsborough Drive there are no crosswalks or pedestrian phasing to cross Route 440. The nearest intersection with a pedestrian crossing is at E 32nd Street / Lefante Way.

The concept development phase includes data collection, coordination with local municipal and county officials, community stakeholders, and Federal and State permitting agencies; public outreach; the development of a reasonable number of sensible and practical conceptual alternatives; and the recommendation of a Preliminary Preferred Alternative. This project has been a coordinated effort between the City of Bayonne and New Jersey Department of Transportation.

  • A Concept Development Study is the first phase of the New Jersey Department of Transportation Capital Project Delivery Process for federally funded transportation improvement projects. During this phase, a Purpose and Need Statement will be developed to formally describe the issue the project should address. The Purpose and Need Statement is developed through a review of existing conditions and input from the community. The alternatives to address this issue will be evaluated to determine how well they address the Purpose and Need of the project.

    The Concept Development phase also includes data collection, coordination with local municipal and county officials, community stakeholders, and Federal and State permitting agencies; public outreach; the development of a reasonable number of sensible and practical conceptual alternatives; and the recommendation of a Preliminary Preferred Alternative.

  • A Concept Development Study is the first phase of the federally required New Jersey Department of Transportation Capital Projects Delivery Process. In addition to the primary project need, this phase can identify other improvements that could be implemented at the same time.

  • The study is needed to identify ways to improve transportation connections across Route 440. The goal is to provide a connection between the 34th Street Hudson Bergen Light Rail Transit station to the Peninsula at Bayonne Harbor (PABH). This connection will provide a safe and efficient walking and biking route from the residential neighborhoods with the commercial properties at PABH.

  • This project is being funded by a Federal Highway Administration (FHWA) Grant which is being administered through New Jersey Department of Transportation – Local Aid.

  • This study is focused on developing alternatives for a pedestrian bridge over Route 440. The bridge should improve connections for residents, employees and visitors that travel to and from the residential areas and light rail station to the commercial areas on either side of Route 440.

  • No! One of the primary goals of this study is to determine where the pedestrian bridge should be located to best serve the community. We encourage everyone to participate in this study and share your thoughts about the bridge location.

  • You can participate in a number of ways! We will be holding in person Public Information Centers. Information about when and where these events will occur can be found in the “Know” section of this site. If you can’t attend in person, meeting presentations, summaries and graphics will be posted in the “Downloads” section following each meeting and event. Of course, you can always leave a comment here.
